Phil is a Partner at BTG Eddisons, based in the Manchester office. He specialises in all areas of transport planning, with extensive experience in the design and implementation of major residential, retail, commercial and regeneration schemes. He also regularly acts as an expert witness.

Phil has a deep understanding of national and local planning policy, critical for commercially successful developments with sustainable objectives. He is regularly instructed on challenging planning applications, where there is an impasse with the local highway authority with previously instructed consultants, and has also been ‘parachuted in’ as an expert witness on refused planning applications, the vast majority of which have led to successful appeal outcomes.

Phil has experience working on a wide range of development projects for clients, including acting as an expert witness in over 50 planning appeals. He has acted on a large number of projects requiring liaison with local highway authorities and the National Highways in numerous regions, resulting in successful planning consents.

Notable recent projects include a scheme for around 60 residential dwellings that had stalled in the planning process due to an objection on sustainability grounds from the local highway authority, which the previous consultant was unable to resolve. Phil and his team were instructed by the applicant and resolved the outstanding issues, leading to planning consent being granted at the site.

He was involved in another scheme for over 300 residential dwellings refused planning permission at the committee on a number of grounds, including highways. Phil’s team participated in the subsequent planning inquiry, and planning consent was granted.

As part of BTG Eddisons’ ongoing work with MOTO, a scheme for a new truck stop between the M20 and M26 in Kent, which was refused locally, was approved at a planning inquiry.

Phil is also involved in over a dozen large new residential-led developments of over 1,000 dwellings across the country for housebuilders, developers and landowners.

Prior to joining BTG Eddisons, Phil acted as a director at Croft Transport Planning and Design, a BTG acquisition. Phil holds a HNC in Civil Engineering and a master's degree in Transport and Logistics.
