Whitworth Mill, a derelict yet historic building on the River Nene in Peterborough, had been bought by developer Lioncross Whitworth Ltd through BTG. The developer subsequently engaged BTG Eddison’s planning team to assist in the conversion of the mill – and the wider Fletton Quays development - for mixed commercial and residential use.
This ambitious project involved the erection of 44 new-build apartments on a site that required a balance of heritage preservation, wildlife protection, and modern residential standards. Technical challenges included accommodating bat roosting habitats, installing contemporary building services, and ensuring protection from concerts and events that were regularly hosted on the opposite river embankment.
Our planning team conducted comprehensive ecological surveys and heritage impact assessments to understand constraints and opportunities. Working closely with the developer, architects, and ecologists, we designed a scheme that preserved the mill's historic character whilst creating viable commercial and residential space. Historical and wildlife sensitivities were balanced with the inclusion of modern interventions like heat pumps and mechanical ventilation.
Planning consent was secured for the mixed-use mill conversion and 44 new-build apartments, enabling completion of Fletton Quays' final development phase. The scheme transforms a problematic derelict site into a vibrant residential and commercial destination whilst preserving an important piece of the area’s industrial heritage.
